Opening the case there was a small green light on motherboard; all looked OK. One of these days I will do a complete format and reinstall. Thanks for all who tried to help. If your mother board does not have the settings I just showed you, look for similar settings in your bios.

Of course, if I'm able to get it, I'll post the results. Time for the repair shop. I turned it back on and it did boot up and I was able to log onto XP, but just as it got to the desktop, it froze again. Thanks sooo much Dev!
My computer did overheat it was running at like 160 degrees F. Its kinda old, but it illustrates the error you are getting. The four lights on the back A B C D are all off. Dell chose quiet operation over effective cooling, and the price to pay for such a decision is rapid component failure, namely the PSU, CPU, and mobo. With new motherboards, you will not see these errors anymore, only on older models. Several months ago I called Dell support and the diagnosis was a failed mobo.
Well it seemed that the line it was "stuck" at while checking was "agpcpq" I think it was. To fix or over-ride this error on start up, just follow the instructions below. However I noticed that some air inlet vents were blocked up with fluff - this could have caused the CPU to overheat.
