This happened right after I ran a Avast start-up virus scan, which I found pretty weird tbh... Nothing. I go to unplug my computer's power source and all the usb ports and plug them back in. This includes NP links and archived links.

Have you tried switching video cables. I'm not super tech savy but I checked everywhere for autorotate settings that I could find and they are all set correctly.(In the top of the pull down menu that has Launch MSCONFIG as before, click Normal Startup on the General tab, click OK, and reboot. SOMETIMES it happens with my keyboard as well. (No matter what usb they are plugged into) Once I do that it is fine until the computer has to restart again.

And then again, when the misbehavior starts again.Failing that you can open and check through the Event Viewer logs - maybe they are catching something that corresponds to the problem's patterns. if that doesnt work its almost definetely a hardware problem, check the drive for errors first though with seagate's program GPU stays around 50°C on simple internet browsing use.
