When I try to start my pc, Windows 7 sends me to startup repair but it fails in safe mode. If it does, I should replace the memory cards and then remove the video card and try again.

The tech said there was nothing really wrong with it, it was just overloaded & from then on it booted up & has worked just fine. You will need to replace it.
